CPC Secretary, Bian Jing
Bian Jing, male, ethnic Han, CPC member, graduatedfrom the School of Philosophy of Inner Mongolia University.
He worked in the Teaching and Research Office ofPhilosophy of the Party School of the CPC Huhehaote Municipal Committee of InnerMongolia Autonomous Region, the Lecture Team of the CPC Huhehaote MunicipalCommittee, the Party School of the CPC Huhehaote Municipal Committee, the GeneralOffice of the CPC Huhehaote Municipal Committee, the General Office of the People’sGovernment of the Inner Mongolia Autonomous Region, the General Office of theState Ethnic Affairs Commission, the Department of Education, Science andTechnology of the State Ethnic Affairs Commission, Southwest Minzu University.
Since April 2017, Bian Jing has been serving as theCPC Secretary of South-Central Minzu University.
President & Deputy CPC Secretary, Li Jinlin
Li Jinlin, male, ethnic Han, CPC member, Doctor of Science, was born in Tianmen, Hubei Province. As a professor and doctoral supervisor, he is the discipline leader of physical chemistry, and the director of Laboratory of Catalysis and Materials Science, which is a key laboratory of Hubei Province, and a cooperative key laboratory of the State Ethnic Affairs Commission and Ministry of Education.
Prof. Li assumed the roles of Deputy Dean and Dean of School of Chemistry and Materials Science, SCMZU. In Nov. 2005, he was appointed Vice President of SCMZU, and became a member of Party Standing Committee. Since March, 2012, he has been serving as President and Deputy CPC Secretary of SCMZU.
His academic research mainly focuses on heterogeneous catalysis and catalytic materials. He has been engaged in Fischer-Tropsch synthesis catalysts and relevant researches. His present research mainly rests on: (1) study on product distribution in Fischer-Tropsch synthesis by isotope switching; study on product selectivity in Fischer-Tropsch synthesis by tuning support and catalyst structure.(2)study on preparation, structure control of noble metals (Ru, Pd, Pd, etc.) nanoparticles and their application in catalytic hydrogenation. He has published over 80 academic papers, most of which are indexed by SCI or EI. He has headed 7 research projects at national level, and over 7 at ministerial or provincial levels. He has also been granted 12 patents, and 3 awards for scientific and technological achievements at ministerial or provincial levels.
Prof. Li is a specialist granted with Special Allowance by State Council, and Special Allowance by Hubei Provincial Government. He is currently a member of Hubei Provincial Committee of CPPCC (Chinese People's Political Consultative Conference), Director of Chinese Chemical Society, a member of Catalysis Council of Chinese Chemical Society, Vice Chairman of Hubei Society for Chemistry and Chemical Industry, Managing Director of Hubei Western Returned Scholars Association, and Director of Hubei Branch of FUSC (Federation of University Sports of China). He is also reviewer of some noted academic journals, such as Chemical Reviews,Journal of Catalysis,Journal of Molecular Catalysis,Applied Catalysis,and Catalysis Communications.
Deputy CPC Secretary, Bai Jiangyuan
Bai Jiangyuan, male, ethnic Hui, CPC member, was born in Dengzhou, Henan Province. In 1985 he graduated from South-central University for Nationalities with Bachelor’s degree.
He assumed the roles of school counselor, Branch Secretary of Youth League Committee, Secretary of Party Branch, Deputy Secretary and Secretary of Youth League Committee SCMZU, member of CPC Committee of SCMZU, Secretary of CPC Branch in School of Arts. Since Nov. 2005, he has been serving as Deputy CPC Secretary.
He has been engaged in ideological and political education for college students, and relevant administrative work. His academic research mainly focuses on higher education administration and ideological and political education for college students. He has received awards such as “National Excellent Youth League Cadre” and “Advanced Individuals in Ideological and Political Work in Hubei Province”. He has headed or participated in several research projects at ministerial, provincial or municipal levels, and achieved many academic fruits. He is currently Vice Chairman of Hubei Provincial Association of Moral Education for Postgraduates at Colleges and Universities.
Vice President & member of Standing Committee of Party Committee, Duan Chao
Duan Chao, male, ethnic Tujia, CPC member, Ph.D., was born in Laifeng, Hubei Province. He is a professor, doctoral supervisor, and discipline leader in ethnology.
Prof. Duan worked in Academic Journals Office, and Graduate School of SCMZU. He assumed the roles of Deputy Director and Director of Academic Journals Office, Director (and Secretary of Party Branch) of Graduate School. Since June, 2008, he has been serving as Vice President and member of Standing Committee of Party Committee SCMZU.
While giving ethnological lessons to students, Prof. Duan carries out academic research on history and culture of ethnic minorities in South China. He has headed about 10 research projects, includingMajor Project of National Social Science Fund, Key Project of State Ethnic Affairs Commission, and Social Science Fund of Hubei Province. To date, he has published 6 academic works including A Cultural History of Tujia Ethnic Group and Practical Statecraft of Taoshu and Jiadao, and over 50 papers on noted academic journals such as Ethno-national Studies, Social Science Front, and Agricultural History of China. He is also winner of 10 awards for excellent fruits in social science research at ministerial or provincial levels.
Prof. Duan is currently member of Committee of CPPCC, Wuhan, member of Academic Committee of Hubei Social Sciences Association, Vice Chairman of Chinese Society of World Ethno-national Studies, Managing Director of Association of Chinese Ethnology, Chairman of Association of Youth Social Science Workers in Hubei Province, and Vice Chairman of Hubei Provincial Society of History.
Vice President & member of Standing Committee of Party Committee, Zhao Xiaoshan
Zhao Xiaoshan, male, ethnic Han, CPC member, was born in Xiantao, Hubei Province. He is also a physician-in-charge with post-graduate certificate.
He has successively been a military doctor, head of the medical team, director of the 91557 Military Hospital at the Zhoushan Naval Base. In 2001, he began his work at South-Central Minzu University. Ever since he has successively been Deputy Secretary of the third Party Branch of the Administrative Organizations and Vice-general Manager of the Logistics Group, Vice-director of the Office of Infrastructure Management, General Secretary of the third Party Branch of the Administrative Organizations and General Manager of the Logistics Group, and Director of the Office of State-owned Assets Administration. In Dec. 2012, he was elected Vice President of SCMZU and a member of Standing Committee of the Party Committee, SCMZU.
During the working period at SCMZU, he has been working in the field of logistics, infrastructure management and state-owned assets administration. He has been granted honorary titles “Civilized Personnel of State Ethnic Affairs Committee”, “National Advanced Individual in Supporting the Government and Cherishing the People”, and “Excellent Individual for the Party’s Work”, etc.
Vice President & member of Standing Committee of Party Committee, Yang Shengcai
Yang Shengcai, male, ethnic Miao, CPC member, PhD of Education Science, was born in Fenghuang, Hunan Province. He is also a research fellow and master’s supervisor.
He has successively assumed the roles of students’ counselor, Vice Dean, departmental Deputy Secretary, Director of Office of Logistics Service, member of Party Committee of SCMZU, Director of Publicity Department, and Director of Office of General Administration and Office of Development and Planning. Since July, 2014, he has been serving as Vice President and member of Standing Committee of Party Committee of SCMZU.
He has been engaged in CPC construction in universities, ideological and political education of university students and higher education administration. His academic research mainly focuses on higher education for ethnic minorities. He has participated in projects funded by National Social Science Fund, and headed several projects of Ministry of Education and State Ethnic Affairs Commission. He is also a winner of several awards for excellent fruits in social science research at ministerial, provincial or municipal levels. Currently he is an executive director of Higher Education Management Council of China Association of Higher Education.
Vice President & member of Standing Committee of Party Committee, Du Dongyun
Du Dongyun, male, ethnic Han, CPC member, Ph.D., was born in E’zhou, Hubei Province. He is a CPC member, Doctor of Engineering, professor, master’s supervisor, discipline leader in environmental engineering, and Director of Hubei Provincial Engineering Center of Heavy Metal Wastewater Treatment and Recycling.
Prof. Du has successively assumed the roles of Deputy Dean of School of Chemistry and Materials Science, Director of Scientific Research Office, and Director of Science and Technology Office, etc. Since Nov. 2014, he has been serving as Vice President and member of Standing Committee of Party Committee, SCMZU.
His academic research mainly focuses on Pollution Control Chemistry and waste resource utilization. In the past decade, he has been studying technology in treatment of high-toxic and degradation-resistant wastewater containing arsenic and cadmium, etc. in non-ferrous metallurgy industry, sulfuric acid industry and chemical fertilizer industry. He has developed the new lime-ferric method, double-calcium method and new sulfide method for arsenic removal, which are presently in industrial application. He is also carrying out studies on recycling valuable metals from industrial waste residues. In cooperation with ABT Company from Italy, he has conducted scientific research on low-cost and high-efficiency expansion and upgrading of sewage treatment plants with biologically automatic control technology, and treatment of waste from large-scale livestock farm with green-energy ideas. In recent years, he has headed 8 scientific research projects sponsored by the National Science-technology Support Plan, Industrialization Project of Ministry of Agriculture, and Hubei Provincial Key Science and Technology R&D Program. He has also finished over 20 entrusted projects from enterprises. So far he has published over 60 papers on academic journals at home and abroad, and won 4 awards at provincial or ministerial levels.
At present he is Vice Chairman of Hubei Provincial Environmental Chemistry and Chemical Engineering Society, a council member of Hubei Provincial Environmental Protection Society, a member of Heavy Metal Pollution Treatment Board of China Environmental Protection Association. In 2008 he was granted the honorary title “Young and Middle-aged Expert with Great Contribution in Hubei Province”.

Han Yesheng: Male, Man Nationality, born inLiaoyuan City of Jilin Province, a Party member of CPC with Master ofManagement Degree, an associate professor.
He has successively served as Secretary of Youth League Committee of The Second Northwest Minzu College (Deputy DivisionChief level), Deputy Secretary and Secretary of Party Branch of School Office,Deputy Director and Director of Dean’s Office, Secretary of Organ First PartyBranch of North Minzu University, Director of School Office (Party and PoliticsOffice), Secretary of Organ Fourth Party Branch, Director of Student AffairsDepartment of Party Committee, Division Chief of Students’ Affairs Division,Division Chief of Logistics Management Division, Secretary of Organ SeventhParty Branch, Division Chief of Infrastructure Construction Division. He wasrecruited as fourth-level employee of North Minzu University in April, 2014.
Since May 2018, he has been serving as Memberof Standing Committee of Party Committee and concurrently Secretary of Commissionfor Discipline Inspection of South-Central Minzu University.
Deputy Secretary of Party Committee and concurrentlyVice President: Song Fajun
Song Fajun: Male, Tujia Nationality, born inBadong Prefecture of Hubei Province, a Party member of CPC with Master ofScience Degree, a professor and Master’s Supervisor, Deputy Director of Hubei Provincial Key Laboratory specialized in conserving and utilizing special plantgermplasm resources in Wuling Mountain Area.
He has successively served as Associate Deanof Life Science College, Deputy Division Chief of the Academic Affairs Office(and concurrently associate dean of College of Music and Dance), Deputy CPC Secretaryof Life Science College (presiding over the work), CPC Secretary of LifeScience College, Division Chief of the Academic Affairs Office, Director of Teaching Quality Supervision & Evaluation Center. Since July 2019, he has been servingas Deputy CPC Secretary and Vice President of the university.
He has been engaged in undergraduate teaching and education, ideological and political education for college students and relevant administrative work. His academic research mainly focuses on undergraduate teaching and education, biochemistry and molecular biology. He has engaged in and preside over 5 provincial key science and research projects funded by National Natural Science Foundation of China. He has published over 50 academic works in authoritative and core academic journals at home and abroad, received 3 invention patents and 1 Third Prize of Hubei Province Technological Invention Award.
General Accountant, Qiao Junjie
Qiao Junjie, male, ethnic Tujia, CPC member, was born in Laifeng, Hubei Province. He is also a General Accountant with post-graduate certificate.
He has successively been Vice-director of the Office of Infrastructure Management, Director of the Office of Infrastructure Management, and Director of Office of Financial Affairs, SCMZU. In Dec. 2012, he was appointed General Accountant of SCMZU.
He has been engaged in management of finance, audit and infrastructure. He has also been granted honorary titles “Advanced Individual in Three Aspects of Education” and “Outstanding CPC Member”, etc.
